The collapse of the Soviet Union created a power vacuum that the United States filled by intervening in an increasing number of conflicts around the world. These interventions, often justified in the name of humanitarianism or democracy promotion, have led to a blurring of the lines between war and peace.
Brooks argues that this blurring has had a number of negative consequences for American society. The military has become increasingly powerful and autonomous, and it is now more difficult to hold it accountable for its actions.
